RULES OF PROCEDURE FOR 2020 VIRTUAL DELEGATE ASSEMBLY OPERATIONS
SECOND BUSINESS SESSION TO CONSIDER CONSTITUTION & BYLAWS PROPOSALS

 

The 2020 NSBA Delegate Assembly adopts the following Rules of Procedure to facilitate the conduct of an orderly and transparent meeting.

 

General.

  1.  The Delegate Assembly authorizes the modification of language in the appropriate NSBA documents necessary to conform to any amendments adopted by the Delegate Assembly.

 

Voting.

  1. Voting will be through electronic format from Friday, November 13, 2020 until Wednesday, December 2, 2020, after which no further voting will be permitted for this session.

 

Motions & Set Asides.

  1. Motions to amend may only be submitted in writing as set forth below.

 

  1. Amendments may be filed only from Monday, October 26, 2020 until Friday, October 30, 2020, after which no further Amendments may be filed. All items with filed Amendments will be considered at an in-person meeting of the Delegate Assembly to be held in 2021. Motions to Amend shall be made electronically, via a platform approved by the NSBA Board of Directors.

 

  1. Secondary Amendments will not be filed until the in-person meeting of the Delegate Assembly to be held in 2021.

 

  1. Any Delegate may designate items to be set aside for consideration at an in-person meeting of the Delegate Assembly to be held in 2021, from Monday, October 26, 2020 until Friday, October 30, 2020 after which no further items may be so designated. Requests for such set-asides shall be made electronically, via a platform approved by the NSBA Board of Directors.

 

  1. Delegates may speak to items only via the Delegate Assembly Microsite, or at the in-person meeting of the Delegate Assembly to be held in 2021.

 

Decorum.

  1. The President shall have the right to remove unauthorized persons or persons who are causing disruptions, or otherwise disturbing the orderly process of the Delegate Assembly deliberations.
